COSC ASKS, “ARE YOU FIT FOR DUTY?”

by: Lynn Hurley

Beginning Monday, almost 20,000 questionnaires will be on their way to Pinal County residents. The questionnaires determine if a person is qualified and “fit” for Jury duty.

As Jury Commissioner, the Clerk of the Superior Court Chad A. Roche is responsible for providing a viable jury pool of qualified jurors to meet the needs of the Superior Court, Pinal County Grand Jury, State Grand Jury, Justice Courts, and the Magistrate Courts.

If you should receive this important questionnaire, it is important to respond quickly and accurately. The form must be returned to the Clerk of the Superior Court’s office within 10 days of receipt. Failure to respond is punishable by law.

There are two ways for a Pinal County resident to reply to the Jury Questionnaire. The first is to log onto https://pinaljury.az.gov which is available 24 hours a day/7 days a week.  All major browsers are supported.  The system will prompt the prospective juror to log in, using their unique Juror Log In number. That number is located just beneath the barcode on the questionnaire.

Associate Jury Commissioner Norma Cruz stated “If you don’t want to use the internet, you can fill out the form accurately and mail it back to the Clerk of the Superior Court’s office within 10 days of receipt.” She continued, “If you are seeking an excuse from Jury Service, however, you must fill out the physical form.”

“Going online is faster and online submission ensures that the information is received instantly. It saves the County from paying postage, and can be processed within 24 business hours,” she concluded.

If you do not have access to a computer at home, you are able to respond to the questionnaire at any public computer in your local library. There are also five computers for public use at the Law Library, located on the second floor of the Courthouse Building at 971 N. Jason Lopez Circle in Florence.

The concept of “A Jury of One’s Peers” is a cornerstone of the American justice system. The Clerk holds Jury Service to be one of the highest privileges of living under that system. It is the collaboration of the Jury and the Judge who put our guaranteed rights under the Constitution of the United States into practice.

It is a vital duty and privilege to serve on a jury, because jurors perform a unique role in the American system of justice. The juror serves to decide the facts within the criminal and civil justice system, while the judge looks at the rule of law.

The Clerk of the Superior Court, Chad A. Roche, takes his duty as the Pinal County Jury Commissioner very seriously and is proud to discharge that duty. “Our founding fathers knew how important jury service is to our entire justice system,” he said. “Every defendant in a jury trial depends on the honesty and fairness of his or her peers to judge the facts of the case.”

The consequences of the jury’s verdict can carry financial, long-term, and in some cases lifelong ramifications to the person facing trial. Roche continued, “I hope that my fellow citizens and residents of Pinal County will understand that while Jury Service can be an inconvenience to our daily routine, it is one of the highest calls to duty in our Republic.”

Two times each year, the Clerk of the Superior Court mails out questionnaires to 15,000-20,000 residents of Pinal County. The names of prospective jurors are gathered from Arizona Motor Vehicle Division records as well as voter records. If you should have any questions regarding Jury Service or require assistance in filling out the online version, please call (520)866-5311.

The Office of the Clerk of the Superior Court is committed to providing quality customer service, ensuring the integrity and access to court records by supporting the Judicial process through efficient Records Management, Financial Administration and Jury Service.
