Public Relations Coordinator & Office Manager for the Office of Chad A. Roche, Clerk of the Superior Court Pinal County

Ms. Hurley came on board with the new administration in January of 2011 bringing over twenty years of experi- ence in Public Relations, Marketing, and Journalism. Her undergraduate work at Northwestern University culminated in a BSJ from the Medill School of Journalism. She earned her Master’s in Clinical Professional Psychology at Roosevelt University. Ms. Hurley is a member of Psi Chi, the National Honor Society in Psychology and has served on numerous boards in her native Illinois. She is a member of NBCC and is a National Certified Coun- selor. Ms. Hurley has consulted to U.S. Robotics, Alexian Brothers, PKG/Cunningham & Walsh and others in the areas of team building, team cohesion, time management, and fundamentals of leadership. A graduate of the Queen Creek Citizen Leadership Institute, she is unwavering in her dedication to transparency in government and to the mission of the Clerk. Ms. Hurley also serves as Assistant to the Clerk and reports directly to him.

 

Mission Statement

The mission of the Office of the Clerk of the Superior Court is to maintain the public trust and confidence as the official record-keeper and fiduciary of the Court. The office will serve the public interest and manage the business affairs of the office with integrity, accountability and fiscal prudence.

The Office will maintain the highest standard of record keeping, provide competent and prudent stewardship of public monies, integrate innovative court information technology, and ensure integrity in all aspects of Jury Service. The office will implement innovative business practices to support the overall mission of expedited and accurate information.

Vision Statement

The Office of the Clerk of the Superior Court will operate with the utmost integrity, honesty and professionalism. The office will strive to be leaders in state and national court management procedures by focusing on producing information to our customers in the fastest, most accurate, and most efficient manner possible. The office will achieve measurable results and fiscal responsibility through the implementation of innovative business methodologies, employee development, and embracing technology.

The First week in May in Pinal County as been officially proclaimed by the Board of Supervisors as Juror Appreciation Week. The Clerk of the Superior Court, Chad A. Roche, ap- proached the Board to secure the proclamation that honors Jurors who answer the call to Jury Service.

“The right to a jury of one’s peers is a concept that anchors the American justice system,” Roche said. “It is a vital duty and privilege of citizenship,” he continued. The Clerk’s office plans on highlighting the im- portance of Jury Service throughout the week.

Sometimes you need to be careful what you wish for. When Dave Domanski came to the Front Counter at the COSC hoping to find a vulnerable employee who would like to make an “easy $500,” he didn’t count on the integrity of a courageous Deputy Clerk. 

As of March 1, 2012, the Office of the Clerk of the Superior Court in Pinal County will no longer process U.S. Passport applications.

Both the Florence Post Office and the Coolidge Post office will continue to process passport applications by appointment.

COSC ASKS, “ARE YOU FIT FOR DUTY?”

Beginning Monday, almost 20,000 questionnaires will be on their way to Pinal County residents. The questionnaires determine if a person is qualified and “fit” for Jury duty.

As Jury Commissioner, the Clerk of the Superior Court Chad A. Roche is responsible for providing a viable jury pool of qualified jurors to meet the needs of the Superior Court, Pinal County Grand Jury, State Grand Jury, Justice Courts, and the Magistrate Courts.

If you should receive this important questionnaire, it is important to respond quickly and accurately. The form must be returned to the Clerk of the Superior Court’s office within 10 days of receipt. Failure to respond is punishable by law.

The comprehensive Strategic Business Plan (SBP) for the office of the Clerk of the Superior Court was released today to the public. The plan encompasses multi-year goals that span Clerk Chad A. Roche’s projected first term.

“This plan is easy to understand, and I welcome the public to hold us accountable to it,” stated Clerk Roche.  He continued, “It is the roadmap that will take us to the place we need to be.” A strategic plan is typically a document that sets out goals and the ways those goals will be achieved. 

The satellite office of the Clerk of the Superior Court located at 118 Catalina in Mammoth has been scheduled to reopen. A full time Deputy Clerk position has been listed with Pinal County to staff this satellite. “The ideal candidate would be someone who requires little supervision, is responsible and accountable, and who either lives in the Mammoth area or finds the commute acceptable,” said Personnel & Training Director SaraBeth Wesley.  The Mammoth satellite office lies within District One, currently represented by Board of Supervisors Chairman Pete Rios.  

Focused, highly trained management teams are still the exception to the rule in business,  but in government they are almost nonexistent. Until now.   Team Alpha and Team Bravo have been launched within the office of the Clerk of the Superior Court (COSC) in Pinal County with an ambitious agenda. The teams have undergone extensive training with the end result of forming a cohesive, goal-oriented unit. “I’m committed to employee development,” stated Clerk Chad A. Roche, MBA, “and while this training took time to complete, the net positive results to my department, to the County, and eventually to the taxpayers are enormous.”

PINAL COUNTY, AZ  (09/22/2011) –  Over 20 attendees representing 15 Counties statewide converged in Pinal County for the September meeting of the Arizona Association of Superior Court Clerks. This elite body of elected officials met for an all day conference to address a full agenda.

In attendance were Sue Hall, President of the Association and Clerk of the Superior Court (COSC) Apache County; Virlynn Tinnell, COSC Mohave County; Michael Jeanes, COSC Maricopa County; Sandra K. Markham, COSC Yavapai County; Pam Pollock, COSC  Greenlee County; Anita Escobedo, Vice President of the Association and COSC Gila County; Chad Roche, COSC Pinal County; Juan Pablo Guzman, COSC Santa Cruz County; Mary Ellen Dunlap, COSC Cochise County; Deanne Romo, COSC Navajo County; Patricia Noland, COSC Pima County and Valerie Wyant, Chief Deputy for Debbie Young, COSC Coconino County; Darlee Maylen, COSC Graham County; Sheri Newman, COSC LaPaz County, and Lynn Fazz, COSC Yuma County.

The Pinal County budget adopted for fiscal year 2011-2012 will soon be uploaded to the County website. In the overview submitted by every department, the office of the Clerk of the Superior Court (COSC) has identified four areas of focus: Technology, Finance and Personnel, Building Relationships and Responsibility to the Public.

In the area of Technology, the focus of the COSC will be to ensure that AJACS, a powerful case management program, is as timely and reliable as any paper file. Reliance on AJACS dovetails with the Clerk’s vision of a nearly paperless court.

 

State of the art digital recording and playback has come to the Superior Court in Pinal County with the successful installation of the Liberty system. This cutting edge all-inclusive solution for archiving, annotation, recording and playback is completely digital. The Liberty system went live Thursday, July 21 without any major difficulties.

Chad A. Roche, Clerk of the Superior Court, spearheaded the equipment upgrade as part of his overall commitment to modernization within the Office of the Clerk. “What the Liberty system means to the public is that court recordings are now handled in the most secure way possible using current available technology.”
